It is illegal. But some people from the countryside still practice it.

I am on vacation in Costa Rica and would like to bring some cute alcohol bottles home with me for souveniers for friends and family. The University Of COsta Rica has a site in Puntarenas. THere are also private schools in Puntarenas but they are limited in what they offer to study.

I don’t have a current address in the states as my house was sold recently. The online system won’t let me purchase minutes until I have an address. I can use my mom’s address as in Costa Rica there are no address number on home or apartments.
If you are talking about getting a cell phone you won´t be able, only residents can purchase lines, and even residents can´t right now because they are sold out until further notice.
If its a service such as Skype, you shouldn´t have a problem using it with a Paypal account. I´m afraid your question was a little vague so I´m not sure on what you mean by "an account".
