Try Guatemala. Costa Rica is very expensive if you want to stay at any resorts. During the peak tourist season the rates are as high as the U.S. for comparable hotels. The cheaper ones will not have what most gringos consider the minimum, hot water, screens, private bathrooms, and so on.

Costa Rica is one of the most expensive countries in central america. But its worth it. You said you were looking for a beach resort but there are some sweet places outside of San Jose. I stayed at the Tabacon Resort (i think thats the name). Its below an active volcano and has a huge hot springs area in the back where you can swim, walk, whatever- through the woods in the hot springs. its like a big hot tub. but spread out in the jungle. its tight.
