How do you tell whether or not you can use a picture from a website? (Copyright info, etc.)?
My science teacher is a finatic about copyright things. I know it is very important and a delicate legal situation, but adds more to my plate. Anyways, I have been looking through Costa Rica maps for projects, but I dont know how to tell which ones I can use?
You can use any image unless it has been explicitly stated on the website. However, you MUST source the picture that you are using to cover your rear-end from legal issues, or to avoid breaching your honor code at your school.
So, if you find a picture from CNN.com for example, you can copy the image and make sure that you copy the URL (website address, the whole address, not just "CNN.com") and place that at the bottom of your document or just under your picture.

you may use i think up to 15 pictures from an artist as long as you list an original source im not positive but i just got done in copy right just the basics but if its for a project and your not calling it yours and putting a name on it you should be fine

Personal experience
As others have said you can usually use images for non commercial purposes such as school projects so long as you correctly include the owners details and that the material is copyrighted. Unless somewhere on the site it specifically states otherwise.
You could also contact the webmaster of the site and ask for permission to use the material. Sometimes it is worth sending a copy of how you have used it to the copyright owner with your request.
The statement you should include at the end of your report should be something like this
Materials and images contained in this report/project are subject to copyright and belong to their respective owners
LIST OWNERS HERE if known
Use of them for commercial purposes may be prohibited
