Costa Rica’s new and sweeping traffic reform laws or “Nueva Ley de Tránsito” (reformas) go into effect March 1, 2010. Enforcement will be the key to success for these badly needed changes that will hopefully result in much improved mind-sets for Costa Rica drivers.
